General introduction:
Barwon Heads is changing fast. There are more children about, more shops and restaurants, new houses, more life, more traffic. In this time of rapid change, the Residents' Association becomes
involved in all kinds of issues.
We act as an advocate for the interests of residents, representing our members' views to all kinds of Local and State Government bodies.
We are always looking for new members. We need you - especially if you can speak for the needs of children and new families. We have active members of all ages, some of whom come from original pioneering families and others who may have moved into town just weeks ago. What we have in common is a keen interest in the town, a love of the natural environment, and a desire to influence the future.
The Association strives vigorously to give residents an opportunity to have a say, to participate, to shape change so that the character, the quality and the beauty of our town does not get forgotten in the rush.

Successful mangrove planting – River Pde Groyne area to be fenced
Andrea had to spend Community Water Grant by a particular date; money spent on plants from Graham Stockton, tree guards, tools and gloves.
VILLAGE PARK (DL) Recent planting program, just to the west of Pony Club.
Scout Hall area. John Park (CoGG), in conjunction with the Scouts, has carried out a beautification program in this area by clearing vegetation, planting trees, painting the buildings and erecting signage.
TRAILS (DF) Round the Heads plan will go on exhibition after the Draft Structure Plan exhibition period closes.
SECRETARY (DF) Problem of getting Minutes, and Meeting Notices and Agendas, to those without email.

The Barwon Heads Association met on September 5 to raise issues relating to the 2007 Draft Structure Plan for Barwon Heads. The second part of that meeting was held on September 19 to formalize the BHA response by motions and, preferably, consensus. Approximately 280 people attended the former meeting, and 85 the latter.
As a result the Barwon Heads Association wishes to advise the city of Greater Geelong that:
PART A
URBAN GROWTH 3.3.1
Direction 2 We strongly oppose a shift of the existing western boundary westwards.

We call on the City of Greater Geelong to undertake the necessary planning and legislative actions to fix the existing boundaries of Barwon Heads for all time to provide planning certainty for all present and future stakeholders.

Direction 4 We endorse the recommendation that Stage C of the 13th Beach Golf Resort be rezoned to the Rural Zone applicable to the Bellarine Peninsula.

Direction 4 We endorse the recommendation for a roundabout at the corner of Hitchcock Avenue and Geelong Road.

We request that the design of the corner of Golf Links Road and Bridge Road be upgraded so that it is suitable for arterial road traffic.

Direction 8 We are disappointed with the lack of effective parking solutions in the Structure Plan especially the refusal of Council to consider the purchase of land for public parking in or near the Hitchcock Avenue retail precinct.

We contend that there is inadequate car parking space in the Town centre for a substantial portion of each year, and that this situation will rapidly worsen due increasing population and visitors, and the waiver of parking obligations when new commercial premises are permitted.

Direction 9 We endorse the need to achieve better pedestrian and cyclist linkages throughout the town, and ask that Council convene a workshop to look at ways of doing this.

We call on Council to ensure that in the upgrading of Bridge Road/Golf links Road to arterial road status, that pedestrian safety be treated as of paramount importance, particularly in the vicinity of the Primary School and the western end of the bridge.

THE RULES OF THE BARWON HEADS ASSOCIATION
At a meeting of the Barwon Heads Association on the seventh of September 1994 the Chairman discussed matters relating to the incorporation of the Association, pursuant to the provisions of the Associations Incorporation Act 1981 (Vic).
It was resolved by all members present , being the majority of the members of the Association,
1. That upon its incorporation the Association shall be called “the Barwon Heads Association Incorporated”
2. To adopt the Statement of Purpose
(a) to advance the progress, welfare and development of the community residing within Barwon Heads and District
(b) to provide a forum for discussion of matters affecting the community
(c) to represent the community in discussions with Federal, state and Municipal Governments relating to its progress, welfare and development
(d) to assist in the satisfaction or resolution of ratepayers grievances
(e) to promote and further the orderly urban development of Barwon Heads
(f) to act on behalf of the community residing within Barwon Heads and District in connection with environmental issues
(g) to encourage or foster community activities within Barwon Heads and District

3. To adopt the Model Rules prescribed pursuant to the provisions of the Associations Incorporation Act 1981 (Vic), but subject to the following amendments.
Rule 3 Clause (1) shall be amended by adding after the word “person” who is a resident or ratepayer in Barwon Heads
Rule 4 Clause (1) shall be amended by adding or such greater sum as determined by the Committee from time to time
Rule 4 Clause (2) shall be amended by adding after the amount “$2” or such greater sum as determined by the Committee from time to time
By deleting Rule 11(1) of the Model Rules and replacing it with the following Rule 11(1) Notice of a general meeting shall be given to members by a notice placed in a newspaper circulating in Barwon Heads, and by notice affixed to the Barwon Heads Public Notice Board at least 14 days prior to such meeting
By deleting Rule 22 of the Model Rules and replacing it with the following Rule 22(1) Subject to Section 23 of the Act, the Committee shall consist of:
(a) the Officers of the Association and
(b) 4 ordinary members.
The Officers and at least 2 ordinary members shall be elected at the Annual General Meeting of the Association in each year
Rule 22 (2) Two ordinary members of the Committee shall retire at the Annual General Meeting, being those two members who have served longest in office since their last election, and if there be committee members who have served in office for the same length of time the Committee member or members to retire shall , in default of agreement, be decided by lot.
Subject to these rules each ordinary Committee member shall continue in office until the second annual general meeting next after the date of his/her election, but is eligible for re-election.

GUIDELINES FOR THE CONDUCT OF BHA MEETINGS
PREAMBLE
Customary practice and the law of meetings proceeds on the assumption that the chairperson is in control, and those attending a meeting should politely accept the exercise of control of the meeting by the chairperson.
The Rules, under which the Association operates, declare that the President shall preside at all Committee meetings and at all General meetings. A decision of the Supreme Court is that, where the rules provide that the holder of an office is empowered in this way, it is not competent for the meeting to attempt to remove the chairperson. The chairperson always has authority to adjourn the meeting and leave the chair in order to preserve good order.
AGENDA
The Agenda is determined by the President in consultation with the other office bearers. The President has full authority to accept or reject attempts to add to the Agenda without notice. Motions of condolence or congratulation might readily be accepted, but motions involving policy or financial commitments would not. This is to ensure that all members have a reasonable opportunity to be aware of, and involved with, all matters of organizational commitment.
OTHER BUSINESS OF WHICH NOTICE HAS BEEN RECEIVED
This heading allows the President absolute discretion to add items received after the formalization of the Agenda.
UNOPPOSED BUSINESS METHOD
Matters such as apologies, confirmation of Minutes, and other formal business may be dealt with by the unopposed business method whereby if there is no response to the question, “Is there any objection to the motion”, the chairperson may declare the motion carried.
RIGHT TO SPEAK
Members may only address the meeting on the call of the chairperson. Where formal motions are debated members should speak only once. The seconder of the motion may reserve his/her right to speak until later in the debate. The mover of the motion has the right of reply.
The chairperson has full right to engage in the debate from the chair.
TIME ALLOCATION
Members will be allowed a limit of three minutes to address the meeting, or longer as the chairperson allows.
AMENDMENTS
The mover of a formal motion may accept an amended wording with the agreement of the chairperson. Formal amendments shall be considered one at a time and, if accepted, become part of the original motion.
CLOSING DEBATES
A motion that the motion ”be put” (that is, voted upon) may be moved at any time and, if accepted by a majority vote, discussion will end and the motion voted on.
UNRULY CONDUCT
The chairperson has the right to call a member, or the meeting, to order and if the request is not met, the member may be asked to leave or the meeting adjourned.
